Meet the Board of Education

The Ocean Township Board of Education consists of nine members. Members are elected for three-year terms and serve without pay.

In order to increase communications between students and the Board of Education two student representatives are selected to the board as non-voting members. The student representatives are Juniors at Ocean Township High School who are entitled to attend all non-executive meetings and to participate in discussions involving matters pertaining to the board.  The representatives for the 2023-2024 school year are Connor Tongring and Kayden Clark.

 The Superintendent of Schools, Kelly Weldon, serves as a non-voting member of the Board of Education and is chief administrative officer of the board.

Denise Parlamas has degrees in journalism and nutrition from Rutgers University. She was a broadcast journalist at a North Jersey cable company before switching to a marketing career with a computer graphics company. Born and raised in Ocean, she served as PTA president for eight years—four at OTES and four at the Intermediate School. Currently, she is president of the Community Hope Fund and is serving her 21st year on the Board of Education. She and her husband have resided in Ocean all their lives. She has three children, all graduates of the Township of Ocean School District.

John McCarthy is a product of the Township of Ocean school system and currently resides in Wayside with his wife, two children and his mother—three generations of Spartans. John is a graduate of Quinnipiac University with a BS in Sociology and The George Washington University with an MBA focused on innovation and management of technology. He is a former Marine Infantry Officer and currently works in acquisitions for one of the largest recyclers in the world.

Gerard Dalton is a graduate of St. Peter's University with a BS in Marketing Management and a MA Ed. in Education, Administration and Supervision. He has been a public school educator in New Jersey since 1992 having served as a teacher, assistant principal, principal and superintendent. Gerard resides in Oakhurst.

 Irene Gilman

Irene Gilman is a graduate of Monmouth University with a BA in English and Secondary Education. She also has an MA in the Humanities from California State University, Dominguez Hills, along with 30 additional credits in Secondary English course work. Irene has a total of 44 years of Language Arts/English teaching experience with 38 years at Ocean Township High School, five years in the Brielle district and one year of Title I Basic Skills in Charleston, South Carolina. In addition, she was a class advisor for 24 years in Ocean. Upon retirement in 2016, Irene ran for a position on the Ocean Township Board of Education and is serving her second term on the board. She has lived in Oakhurst since 1980 and is proud of her three daughters who went through the Township of Ocean School District.

Amy McGovern attended The University of Alabama and has been a flight attendant for 22 years. She has served on the Board of Education for nine years, chairing numerous committees and serving as president in 2020. Amy has been a committed volunteer through the years with many organizations including Wanamassa and Wayside PTAs, Ocean Township AYFC, Seasit and The Junior League of Monmouth County. Amy has lived in Ocean for over 25 years with her husband Bryan and their two children who both attend Ocean schools.

GraceAnne Talarico

GraceAnne Talarico holds an MBA in Finance and Accounting, an MA in Counseling Psychology and a BA in Psychology and Sociology. She is a Licensed Professional Counselor and Licensed Alcohol and Drug Counselor. GraceAnne spent many years of her career working in psychiatric emergency services and owns her own business providing advocacy, SEL school presentations and counseling services to children/teens and families. She currently serves as treasurer for a local nonprofit that provides family support services and is a disaster response crisis counselor for Monmouth County.  She has lived in Ocean since 2005 with her husband and has one child who attends Ocean Township High School.

Jeffrey Weinstein has a BS in Chemistry from Alfred University, MBA from Monmouth University and has been an executive in software start-ups throughout his career.  He is the Executive in Residence at Monmouth University and a member of the Ocean Township Planning Board.  Jeff has lived in Wayside since 2001 with his wife and two daughters - and both attended Ocean Township schools from kindergarten through 12th grade.
